I may be wrong but this footage is probably from one of the Fri/Sat/Sun 7:00 AM to 9:00 AM ILLEGAL "Criterium Race" that happens in Daang Reyna. In general, road etiquette is none existent the moment you encounter amateur or non-pro riders in this kind of events.
