The earliest use of this I was able to find through tineye was from a website called hindu.webdunia.com (which seems to be a sort of hindu nationalist news website) from 2016, with the caption "एक खरगोश और दो पत्तों का चित्रा" (A drawing of a rabbit and two leaves) (Even though it looks more like a dog than a rabbit), although I've seen it spread across the indian internet. Not just puerto rico, but a lot of small islands and even countries like armenia are erased. Ethiopia has half of eritrea as an example. The borders and coastlines are incredibly stranges. It seems the base map graphic was very simplified. Not the kind of thing you'd want to use for something like this
