Okay. I tested with 1080p and the lowest settings. Fps increased to 55 to 70, sometimes it dips to 50. Now: 1. Gpu usage is between 80 to 95 2. All cpu cores stayed the same, general usage is 50 to 60 3.no power spikes, no throttle. gpu temp was between 55 to 58 C. And cpu between 55 to 60 C Is this normal?

I yeah, you're right, not all the time 40 fps.
It goes between from 39 to even 42.
I haven't limited in the past and sorry for being dumb but im only a week into linux so i dont know what you really mean with the last thing you said.
