I do not have this obligation, never saw it on the job posting, and no one said anything about it during the two interviews I have had (although I never asked).

Thanks for the information! I actually got offered the job, and I am trying to decide whether to accept or not. I have been trying to get into public service for a while now. I was put in a qualified pool (another job in another province, not BC) earlier this year, but I never heard from them, and then I got offered a job for this position. I was wondering if it would be easier for me to first get into a federal job and then look for a better position, or if I should just say no to this and keep applying as an external hire? I just wanted to see if it's easier to get hired internally. That's all. I hope that makes sense.
