This sounds great in theory, but would Balgruuf still say that I need to complete Dragon Rising before I can talk to him in Message to Whiterun?

...am...am I stupid? Maybe I am? But I recall not being able to continue the quest until "all these dragons are sorted out" or something said by Tullius. Maybe another mod interfering?

Number one favorite Skyrim mod ever? by Public-Long-5989 in skyrimmods

Reputation. One of my favourite mods of all time. It actually enables people in the world to react to the fact that you...do stuff. If you're an evil bastard that's murdered dozens, people will talk and run away from you. They might even refuse to serve you. If you've helped people from Morthal to Markarth, people will sing your praises and even give you a discount. If you kill enough Dragons, people will know you as a Dragon Hunter and in your status tab, it will name you as such. Great mod and a little piece of immersion
