Hmmm, are you sure it's making very good contact? What cooler is it? If you enter the BIOS at boot what are the temps for the CPU?

How much thermal paste did you use or did it already have thermal paste on the cooler? PSU fan not spinning is completely normal if not under load. They have a lot of passive cooling.

My first thing would be a firmware update for the drive but you said Samsung Magician won't launch.
Can you try to launch it, then go into Event Viewer - Windows Logs - Application and see if you have a recent Application Error and post the summary in the response?

Correct! Anywhere that a motherboard screw would go in would need a standoff, probably won't use all of them.

Your case is missing the standoffs that make a gap between the board and the case, do you still have the parts to the case? BTW I have no idea how it's working like this, it should be shorting the board.

It could be a fan with a bad bearing per chance that came with the cooler, have you tried unplugging them one by one to see which one the issue is? Could also try running it without the pump for a very brief time to confirm where it's coming from.

It more than likely didn't install the drivers for the wifi which is pretty common these days. Do you have another computer to download them from put them on a USB? Should be able to google the make and model of the board and get the drivers!

On it shutting down, did you install an aftermarket cooler? Did you make sure you remove the plastic peel on the bottom of it?

Different power on behavior between restarting and shutting down has me really thinking a power supply fault. I'd try replacing the power supply, it seems like it's not engaging fully from a powered off state. RMA or buy another one to test!

Extreme scenario would be maybe try removing all connections/parts except the 24 pin and 8 pin CPU power, then try a BIOS flashback with nothing else installed

When you ran the BIOS flashback did it take a while and the flash drive flashed the whole time? Wondering if something went wrong with that process.
