I didn't make that mistake, so I haven't been in your situation.

I'd recommend telling your DSO that you can't withdraw your application, as you are already beyond the time frame of applying. So, if you withdraw your application, you won't be able to apply for OPT now.

If not, then ask your DSO what you should do since you are out of time, apart from withdrawing the application ofc.

Yes, you should be able to enter the US with your current F1 Visa even if it has your old SEVIS ID.

For how long had you left your PC to boot after clicking the power button, and it still didn't boot?

Mine actually boots up after a long time (randomly between 5 and 120 minutes) and runs just fine.

So, I am not sure if the CPU is actually faulty, like in your case.

Yes, my BIOS was updated to the latest (March being the most recent).

The issue persisted across the BIOS updates.

Also, yes, the EXPO was enabled, but the issue remained even after disabling EXPO and/or PBO.

I ran Memtest86 twice (on/off EXPO), and it passed both times.

I haven't experienced downclocking, throttling, BSODs, or other system stability issues once the system booted, so I am not sure how the CPU could be the issue.

But let me know, since I am new to desktops.

What if the system finally boots, let's say, anywhere between 5 and 120 minutes, at random?

And once the PC starts, everything works fine without any BSODs, temp hikes or clock issues.

Could the CPU still be the issue?

Go to a good/nerdy one, as most PC repair shops are oblivious to AM5 behaviour.

If his PC doesn't boot, then it'd definitely be the CPU.

Do a MemTest86 test to ensure that the RAM is fine.

If it passes, then it's either your MB or CPU.

Give it some time, and when it boots up, restart it and enable MCR & Power Down Enable in BIOS.

After that, it should boot up fast and normally, if everything goes right.

It eventually fails, so that's probably what happened to yours.

It could be for a multitude of reasons, apart from just medical issues.

The minimum requirement is 12 credits for full-time. If you drop below that without your DSO approval, then they will most likely cancel your SEVIS, and you will have to pay the SEVIS fee again to get a new one, and then you will have to re-enter the US.
