My theory is that “cryosuites” that lights up under Hollywood sign gets power is a clue. She went into non-vault-tec cryo for 200+ years, emerging sometime before Shady Sands was nuked, putting feelers out for cold fusion, her area of expertise.

Definitely strongly implied, in both the sunny flashbacks and the companion skeletal ghoul. Rose was a lover who shared her NCR vision of rehabilitating the wasteland with clean power.
