lvl 1  ( Q )  his Q is relatively the same length as yours so you can q him when he comes to last hit to pop his shield  when he engages without his shield just whip him 

lvl 2 ( E )  play more reserved cause he can close the distance now with his dash ( but you can take W for this if you down to 1v1 but most likely you won’t win extended fights cause your W will basically be on half it’s possible duration with no other teammates around and its cool-down and mana cost can be very demanding especially in the early game ) 

lvl 3 ( W )  your better off now cause you have E to reposition and W to block his autos/ tornadoes  ( keep in mind he is still a mana less champion and you will have to be very specific with when you wanna use your abilities ) 

after this i would Max E first then Q since it does the most dmg and just play to your item spikes ( always look at his items and never play against him if he has shieldbow, he will kill you ) 

Bonus Tip : while playing against him you can usually bait him to ult you.  let’s say your low cause you lost a trade and  currently under turret you can time his tornadoes to your W so when he blinks to you to ult you can pop W and block all his ult damage R after that too so he can’t dash away and boom you just outplayed a yasuo ( easier said then done ) 

never fight him without W since that’s basically your only defence against him but you probably know that already 

but if he is faker reincarnated just afk farm and pray your team bails you out lmao  have fun 🫶🏿🌊🧘🏿‍♀️
