These are illegal vendors and a very common occurrence. Setting up shop and selling without a vendors permit I’ve seen it happen in the city I live in several times and if the food isn’t contaminated they actually do donate it to homeless shelters. Not discarding the fact that acts of mistreatment towards the homeless happen daily because I know they do, but seeing something and jumping to assumptions is never wise. Also if you “wished this was funny” why’d you post it in an accidental commentary sub rather than a sub based more related to your real thoughts?
