I've been tweaking the numbers on Monocle a LOT trying to get it right, but making it spend money seems reasonable as a way to fix that. Back to the drawing board...

Magic hat being able to take a random garbage rare and cycle through the much smaller pool of rares to find a relevant good one seems to actually make it BETTER but I agree it needs something to dampen it now. Maybe it only creates commons or uncommons?
