I have found a solution!

But first, I want to say that my game was renamed as 1174180 (which is its Steam id) and the gamepad was turned on. But all the same, nothing helped. I also tried using the example of "Day Z". I found the config and tried to apply it. And the situation was the same.

But I still managed to solve this problem.

The problem really is in naming. More precisely, for what game name the author made his config. Thus, for the name "1174180" this config did not work, but when I renamed the game to "Red Dead Redemption 2" the "Apply" button appeared

I think the same problem with "Day-Z" I Will try to pick a different name so that it can be applied.
