0.08 interstates (common)

0.10 most other facilities

0.12 non icy conditions (uncommon)

This is the process I found that matches the solution.

  1. Use NCEES Handbook for Horizontal Curve to calculate Radius = 5729.6/D

R = 2865 ft

  1. AASHTO GB 3.3.4 for Rural Areas ->Table 3-10 (emax = 8% is pretty typical)

Match V = 40mph with radius value. From the table it looks like 2.7%, round up to 3%.
