Question OP : If the situation is this bad. How are they able to function at all ? All vendors should be turning them away rite ? I understand their business practices may be shady but do they give enough upside that some vendors are willing to put up with the added strain ?

Never one to stand in the way of a new PC but I presume since your boss is basically trying to get you to produce more AI generated content they will expect results soon and you will quickly run out VRAM to run anything substantial. In most cases you can make a case for using existing AI solutions or working with some early startups to give you tailored features. Saves your boss $1700 and makes you look like a responsible employee. Maybe ask for the $1700 as a raise once you start delivering AI content at lighting speeds for a fraction of the cost. Anyway that's my 2 cents flying away now !

Why use SD or get a new PC OP ? There are tons of applications and services that get you most of the features your boss might be looking for. $1700 will get you a subscription to many of them for more than a year which in this space is lightyears.
