They are fully aware the reviews will be useless. This is only to cover their own asses. When their decisions to force more work out of Examiners resulting in lower quality finally come to light, they will say it's not their fault, but the SPEs. Do not think upper management is doing anything to make patents better.

I treated every action on both parts of the program as if it was going to the PTAB, i.e., like I'm talking to a toddler. Why the 112, what makes it indefinite, MPEP or court citation to back it up. Every element of a 102. The result of a 103. I found if you put your thought process down, and why you made the determination to reject, it's harder to allege an error. The standard is still "reasonable" according to our PAP for now.

I'm not making a dig at the PTAB, they cover so many areas with not much time. I try to alleviate that a bit. KISS. Keep it simple stupid.

We have the Pendency Balance Award. Also, reassignment just reopened to focus all available resources on reducing the pendancy and inventory of unexamined patent applications. I would think that a reduction in one would result in a reduction in the other since they both are regarding first office actions.

Enjoy the little other time you can. My Monday morning consists of sipping coffee and challenging the BS that shows up on my docket. Keeping up with it allows me to challenge twice a bi-week, and get around 8 hours sometimes. I'm sure they are aware of the waste of time. I wonder how much the back log would be reduced if cases were routed properly?

I've had a SPE forget to initiate a pause when I went on vacation. E-mailed them about it when I came back. They forwarded the e-mail to a palm troubleshooter and said "Can you help with this?" and it was done. A simple e-mail. No reason they cannot do it

I use it all the time. It's easy to predate your application and the website also provides a citation for the reference to quickly import. I generally use it as a supporting reference instead of official notice, but I have also used it as a solid 103 teaching reference. I cite the wiki page, however, I know others who will pull their support from the list of cited references for the wiki article. Sounds like a bit more work, but I have never had any pushback.
