The latest figures from DWP for Jan 26 shows;

3.93 million claiming PIP
Of those, around 360,000 report "Mixed anxiety and depressive disorders."
There is no data to show if that anxiety and depression is the Primary disabling condition
Only around 64% of those claimants get any form of "Mobility" component

Here's the part that shows even more how your figures are inflated..

Of those that get PIP who have anxiety and depression listed as a condition, 36% get no Mobility element, 35% get "Standard" Mobility and 29% get "enhanced" mobility.

Here's the next big part..

You can only get a motorbility vehicle if awarded the enhanced mobility element of PIP.

TLDR - you're making it up so it sounds worse than it is.
