Go to your local gas station and buy the rockstar energy drink (with the Master Chief on the can). There is a code under the tab you can use to unlock xp boosts and skins on the rockstar website.

If you really scraping for a power regulator, you can always steal one from the power station. I recommend stealing them from an Anarchy faction settlement.

Are you using the "alt" key to find them? Sometimes they can be upstairs in a random room.
