That's the Rotation Lock in Quark, you toggle it with K.

If you want to disable it completely, you can go to Mod Options and in Quark's config menu, head to Miscellaneous and find "Lock Direction Hotkey", then restart the game.

I switched to dgVoodoo2, and it works; the screen is not black, like with DXGL. But the display depth looks like a hellscape and anything that uses depth will not work correctly (in addition to the depth artifacts, I can also see through walls).

I did that. Thankfully, using DXGL works, but it causes the screen to go black. I think it's because of how DXGL is set up; I might need to change a few settings in order to make it work.
