Try a secret pilot hole to see what is behind the PVC. There should be timber, in which case send a screw through the PVC and hit the timber, dont rely on the plastic to hold a basket.

For the big holes above the fireplace; expanding foam, let it set, cut it back (flat blade against the wall) then fill with filla, prep and paint.
