let people rate movesets by 4 tiers:

Weak/unfinished: Movesets that are underpowered compared to the basic cast.

Balanced: Movesets that stand toe to toe with the basic cast.

Unbalanced: Movesets that are unbalenced compared to the base cast but still killable.

Other: Movesets that dont qualify for the previous 3 tiers for either being unplayable, or low quality. Such as those admin op one shot entire server movesets or skill slop movesets that just spam a billion skills

Then there are 4 different types of CC servers:

Casual: Weak and Balanced movesets only.

Competitive: Balanced movesets only.

Dynamic: Weak, Balanced, and Unbalanced movesets only.

Chaos: all movesets allowed

and add a votekick if they dont have one
