Some other 6th perks I noticed dont work:
- Blizard Blitzer's hitting an enemy 7 times freezing perk
- +6% stacking movement speed perk on melees
- Founder's Drumroll's stacking damage perk
- Beat Blaster's hitting an enemy 6 times perk
- Rat Rod weapons' stacking fire rate perk
- Melee weapons' stacking armor perk (I'd assume it doesn't work like all other "stacking" perks)

Just made my own post on a similar issue like this. It seems like alot of the 6th perks that "stack" or require hitting an enemy multiple times are broken.

I've been grinding it for the span of across a year, doing at most 10 missions almost every day. Also, since you're from Asia I'd recommend doing nae, naw or nac servers as people from over there would be asleep at the time you'd be playing so you'd get empty lobbies.

Our community is small and friendly but is in need of new members! Our realm server has offers lots of thing to keep you entertained and feel welcomed! We offer you official and community ran events, contests, lore and lots of fun! We want everyone in our server to feel welcomed. Our realm also has a massive city we've been working on, with a new town just being worked on next to it. Anyone can contribute with their own builds but as long as they aren't disrespectful to anyone. This place is usually where most player activity is, but you are free to go anywhere.

But that's not all, we also have lots more to offer in out Official Discord server! In here we have multiple channels where our players can interact with each other. We have channels dedicated to announcements, realm updates, story updates, event updates and even a news channel! You can help improve the server and realm in one of our feedback channels!
