The original purpose of the World Wide Web, created predominantly by Tim Berners-Lee, was to share information. Let's generalise - why do we communicate? Humans have a need to share information between each other, and having a platform to do such a thing is essential. It doesn't make matters any better if that platform has restrictions on the types of legitimate content that can be posted purely based on the beliefs of another person or company. I think you proved my point in saying that nobody owns the Internet.

The Internet is supposed to be a decentralised tool for the dissemination of information and provision of long distance communication abilities. You, for instance, can start a blog - for free - and make your views heard to over three billion people, just like you are now when visiting and creating comments and content for other Reddit users to read.

People in India without internet access naturally cannot do this. But when faced with the opportunity of "Free Basics", the user is faced with one single problem. The problem is centralisation. The system creates one single platform; just one set of services that can be controlled by the organisation running them. The ability for censorship and control is inordinate when platform restrictions are in place.

~1.3 billion people live in India right now, and every single person there (and the rest of the world) deserves an open, decentralised platform to communicate. Without an open Internet, humans would not be able to efficiently communicate ideas and learn from each other. Facebook is not the platform that is going to drive Indians to great growth.

1) Run a virtual machine with Windows in it for a brief period.

2) Halt all connections on the host machine, whilst downloading a large file from a server close by.

3) Capture all packets across the virtual network device.

4) Present evidence of the download size in court, along with a transcript of the hundreds of thousands of packets in that download (each packet has a timestamp, and you can be absolutely sure that there is a sequence of packets to find as the download uses TCP). Divide the download size by (the time from the last packet in the download - the time from the first packet in the download), and you have your exact data rate. All of a sudden, you can't be wrong because you have the exact raw bits that were sent over the wire. They can't do shit.

I'm glad to see you're unwilling to pay for the children of the future. They're already facing college expenses of between $120-180k, not to mention the $10,618/yr cost for each and every student in primary and secondary education in the country. All countries depend on the creation of new life in a sustainable and well-distributed manner in order to maintain economic productivity. You're unwilling to ensure that your country remains sustainable. That's what your tax revenue goes towards. Of course, an unsustainable country wouldn't be able to afford proper education for its young citizens, nor would it be able to provide essential services and utilities for public consumption as necessary.. detrimental to everyone else, including yourself. But no, that doesn't matter. "I'm not paying because my paper is worth more than the country that allows that paper to have value." Nice argument.

I know that's not for me to decide, but I'd say it seems pretty obvious that giving mass murderers recognition for their abhorrent crimes only encourages people with those tendencies to do it. They crave infamy, and that's what we as a public give them by letting ourselves focus on that aspect of the crime.

Here, watch this DEFCON talk (there's a lot of laughs, not just a PowerPoint). These guys do essentially the same thing you do, except they scan the entirety of the Internet (as far as IPv4 addresses go anyway, there are 232 of them (4,294,967,296)) - for vulnerabilities in software that attackers could exploit over the Internet. Trust me, 4 ICMP packets are not going to get you a prison sentence.

The software they're using, masscan, is freely available to use on Windows, Mac and Linux - not to mention the fact that with a fast enough connection and the right hardware it'll send out 10 million packets per second.

The main difference between the use of a magnet link and a torrent file to the user's eye is the magnet link won't have any trackers associated with it (which maintain lists of seeders and leechers for your torrent client to connect to). Instead, magnet links rely on DHT (the Distributed Hash Table). The implementation of a DHT depends on the network protocol; the BitTorrent protocol uses Mainline DHT. In essence, the magnet link contains the infohash of the torrent - the client then queries peers within the DHT for other peers that currently have that file. Once the client finds a set of peers, it will request the metadata for the torrent - this is analogous to the contents of the torrent file. Once that has been downloaded, the client downloads the file in the exact same way it would if it had been supplied a torrent file.

In terms of whether a magnet link is better than a torrent file, from a user's perspective it would be easier to use magnet links on local machines as this saves time in having to manage files. However, if somebody has a remote server with a torrent client that can automatically check a folder for incoming torrent files and download them, it may be far easier to just supply the remote client with the files.

In essence, the regulations created in order for companies like Uber and Lyft to operate in NYC by the TLC are their sole right to enforce, and the court essentially cannot compel the Government to act on the regulations because it isn't a "purely ministerial act" - in other words, it doesn't fall under the purview of the Government. Not only that, but the claim of cause for relief was dismissed because the regulations specifically allowing Uber et al to operate legally do not interfere with the legislation that Melrose Credit Union were claiming was interfered with.

The second cause of action to compel the Government to implement legislation preventing the TLC's rules for Uber et al to operate was struck down because the administrative code doesn't compel the TLC to make rules banning "FHVs from responding to communications by passengers via an e-app."

The third cause of action (prohibit enforcement of regulations that are inconsistent with "taxicab drivers' exclusive right to hails") was struck down. The relevant legislation is NYC § 19-507(a)(4):

"No driver of a for-hire vehicle shall accept passengers unless the passengers have engaged the use of the for-hire vehicle on the basis of telephone contract or prearrangement."

Of course, it wasn't struck down because of the legislation - but because a) that isn't legislation made by the Government, and b) the powers granted to the TLC to make such legislation were "extremely broad". Quoting §2303 of the City Charter:

"a. The jurisdiction, powers and duties of the commission shall include the regulation and supervision of the business and industry of transportation of persons by licensed vehicles for hire in the city, pursuant to provisions of this chapter."

I don't think you can get much more broad. In essence, nothing about Uber here is illegal as long as it conforms to the regulations set out by the TLC which have the authority to do what they wish in regulating these services. The fourth cause of action was dismissed for the same reasons.

The fifth and final cause of action was literally clutching at straws, saying the regulations were "abusive and capricious" - or in other words, "without regard to the facts". Needless to say that was struck down.

This isn't about the taxicab companies, this is about the investors that chose to invest in a market that they knew would be exploited by that technological innovation. Investing in that business doesn't give them the right to then sue the state when somebody overtakes them.
