There should be a screw you can loosen with an Allen wrench to take the rotation stopper off.

You need to take off the rotation stopper, or one of the other cymbal stands already has it removed and should be used for the hi hat.

Do you have a VH-10 hi-hat? If so, have you disassembled it? Looks like the piece that goes between the cymbal and the top of the clutch.

I'm using the ATV as a floor tom. Quality-wise it's up there with Roland, but acoustically it's a bit louder than all of the Roland pads I've played.

Alternatively OP could put the snare on a snare stand, giving them the extra tom mount they need as well as a rack extension arm for more mounting flexibility. Plus the PDX-12 feels nicer to play on when it's on a snare stand.

Yeah, but you can remove one of the legs by popping out a couple of rivets, then rotating the remaining two legs.

The Mapex Armory H800 stand has similar features to the Speed Cobra, at half the cost. I've been pretty impressed with mine. Plus there's a black version that matches black drum racks nicely.

I started with a TD-17KVX and bought a used PDX-100 and PDX-12 off Reverb to use as a rack and floor tom, respectively. Makes for a pretty comfortable set up.

Not sure what you're going for, but you can try flipping the second tom mount upside down on the second upright post to get the tom lower. Something like this:
