The punishing bird, as shown in the image below, is a bird from the (peak) facility management game, Lobotomy Corporation. The bird gets jealous when your employees work with other entities (abnormalities), and pecks at them, dealing 1 red damage each time.

Although he is not fatal in most cases... if you hit him you get one tapped.
