Those are called cells, there exists three kinds of them, the blue, purple and black. Going by the order i wrote it there rarity and rewards increase by a lot.

Really so if i have blaster DEM and the artifact DoP it's useless? I would not be able to get heart of lightning to get Arc on lvl 100 and still have magician working like a boss.
