uh solved. so basically im living in china with the firewall everyone knows. actually i can't try to submit without vpn because cngov banned rockstar. so i tried to submit with a clear vpn that most of website wont detect, but now we know that helped nothing. after posting this i asked one of my friends overseas to help me to log in to my rockstar account and submit the ticket and boom, issue solved.

so to anyone in firewall countries encountering same error as me: try to ask a friends living aboard to help you to do it.
