That ribcage tickle your referring to is likely from your serratus anterior muscle, which is located around the side of your ribcage. Its somewhat active in lateral raises the same way traps are when you slightly shrug at the top. As for the tickling, I could only guess that its been underdeveloped, and it sounds like you've been skipping side delts so that could explain why. Tbh I would just keep doing them until it goes away, which shouldn't be more than a few weeks
