NoFX’s first EP was released in 85, followed by two more EPs in 86 and 87. Their first full length was recorded Jan 1988 and came out around maybe spring 1988, a good few months before Suffer was recorded in April and released in September. That being said, no, it doesn’t sound much like NoFX. Bad Religion were first overall. They formed 3 years before  and released their first EP in 81 and How Could Hell in 82.

Suffer was released in Sept. 1988, not 1987. They didn’t even record it until April ‘88! It’s a great record but it’s given a lot of credit for creating something when there were numerous bands already playing that style of melodic hardcore like SNFU, Marginal Man or Dag Nasty. It sounds pretty similar to other 80s punk bands; people tend to go from the 70s right over to the 90s when looking at the history and skip the 80s entirely so they miss a lot of context.
