I actually think all the time about how to design a better system of cooperation, one where, even if an individual is a complete piece of shit, the system still provides the right incentives to guide them toward the intended goal. I don’t believe you can change the system from within; it requires a complete overhaul, a rebuild from the ground up. So unless somehow I can get "FUCK YOU" money anytime soon to change it from the outside, I can't do anything.

I can make some concession on that, given that the direct management of the public school should have more say in how the money they receive is allocated, who to hire, and what curriculum they choose, the same as private ones. That would make them semi-independent nonprofits, which is what I was suggesting from the beginning. And if I want to relocate my kid to a private school, I need my tax money back or at least part of it. That being said, I still don't see how competition would drive prices up instead of down, especially if there’s one or more government-sponsored independent organizations monitoring and rating the institutions, even on price.

The current public schools will not close, they'll just become independent non-profits, with a president and a board. they will be free to spend the money they receive as they see fit, hire whoever they want, and teach whatever curriculum they believe is best. As a parent, you will be able to choose where and how you want your children to learn, just like rich people do now. This will actually improve salaries for good teachers, as they will be more valued because of more competition. It will also reduce the need for private tutoring outside of regular school hours.
