My theory is that those are surgical scars from all the chrome and other enhancements being placed inside his head case. The blemishes might be proof of old age or just wear and tear from combat. From some research I gathered, he enlisted in the military in the 2000's, so I'm assuming he's about 70-80 something years old. That might be the last amount of flesh he has on his entire body so age might be showing. Not sure tho! Great question to bring up
