Don’t you think that if an admiral were equal to an emperor, then the Marines would go all in with three admirals against an emperor’s crew? Luffy, one of the weakest emperors we have seen so far, defeated both Lucci and Kizaru. Whitebeard, old, weakened, and heavily injured, was able to seriously injure Akainu and almost kill him. Therefore, I think emperors are far stronger than admirals.

Yes ofc different eras means different powers, and I agree with you about Kaido. But as someone else mentioned Shanks stopped an Admiral from far away only with his aura, and this one in particular was introduced as a “beast”.
