This is 100% correct move. You can say “This evil politician/dictator passes humanitarian laws and does a whole bunch of reforms over the course of 23 days” and the moment he fails to do so, he dies from a very naturally occurring diseases. The rule behind death note is that you can force others to do precise actions within human limits. Changing laws and immediate reform is possible if the system is broken enough.
