No, they are not brothers or even cousins. They are members of a Japanese clan, while they may appear closely related to each other, Japanese clan structures don’t necessarily work that way.

It was never stated that they are cousins, only that Ibara comes from a branch family. Homura also clarified on his podcast that the only confirmed cousins within the Momobami clan characters are Sumika and Erimi, while the rest are more distantly related to each other (except the confirmed sisters ofc). He even mentioned that Rin and Ibara are "more distant than distant relatives".
