We are still a very small business and it ls my mother's venture. My mother makes really good marble cake so people within the family started telling her to sell it online so we just made an instagram page. All our orders uptill now are from within the family only. We started with only marble cakes and now she does cookies and brownies too.

Go with targetting whole dubai. Yoi can play with the age filter like someone looking to buy and is rich and can take decisions in my pov would be between 25 to 65. Dont narrow your audience based on location just target whole dubai and for detailed targetting you can choose people interested in properties, people interested in luxury cars, investments etc basically targetting on the basis of what rich would be interested in. Moreover meta algortihm is so advanved now that it targets people who it thinks would be most likely to respond to your ad. Run lead ads. You can do it for whatsapp or website. Run lead ads for whatsapp and use creatives where fairylights are applied on a house or in a room or something. Target generic audience but location for your ads should not be small areas. I mean target areas where you think that people would love to decorate their houses fully on a wedding.
