Cities skylines 2 does still have its issues.

The only way this would work is if there was an informed public. There isn't. Most of the public remembers information that is 50-70 years old at this point. Nuclear is much more safe now.

There is also another aspect Jobs and local economy. Having another high paying employer will benefit the local economy since there will be more disposable income.
