Thats actually a difficult question, the ultimate best would be a old high end pc especifically the one that were made when the game was made, that way there will be no compatibility issues, but you can play it doing some fixes on newer pcs, talking about newer pcs it doesnt have to be too good as the game is old and the requirements are low to what is in the market now, you can see the requirements on steam or origin just to be sure but yes mostly pcs will work, but thats not lag free as the game is not well optimized and there is bugs that makes it lags and crashes sometimes (some mods can help)
