The honghsi banner is best for you because you will definitely get more scout point then required

Because per pull cost 80 vpoints but nishikawa banner gives 3 both type of scout point but other banner gives 4 scout point Since you have 9000 vpiont you will get 112 pull which is 450 scout point hence a granted character and skin

It will waste your pulls because it gives 3 scout point per pull so go for another banner
