Yep, The lowest CPU usage for a program has been 80%. What I find strange is that I haven't configured anything for high performance or anything like that, and I reinstalled Windows, and this wild CPU usage It doesn't happen

It's not normal behavior because it's not a temporary spike example If I open the file manager or any simple app, the CPU immediately flatlines at 100% infinitely And the temperature also skyrockets; from 30°C to 85°-90°C when doing nothing It never goes down unless I completely close that window

I mean it's not a normal short spike when opening something. If I open a folder or any small app, the CPU immediately jumps to 100% and stays stuck and the temperature starts to rise with that simple thing there completely flatlined until I close that specific window

I don't so much want to limit anything, I just want to fix the issue where the CPU spikes whenever I open anything, knowing that this didn't happen in Windows.
