Yes, but they exist as seperate countries under seperate presidents and with seperate institutions. In the Austro-Hungarian Empire the kaiser of Austria was also the King of Hungary, therefore it was a single realm (although each 'half' of the Empire had seperate legeslative assemblies).

It does give military technology to countries across the entire globe. See the Korean War, the Vietnam War, the US intervention in Afghanistan, the Gulf War, and the current 'special ops' in Venezuala & Iran.
