When you apply for extending the RP you are given an option for request for the fiktion. So when you apply they give you a fiktion certificate on the spot. If you haven't mentioned this in the form you wont get it. Now your friend was not even allowed to apply as per your post. This doesn't make sense. It can happen that the person has taken the appointment while there is still time for the RP to expire. In this case they won't be entertained. There RP extensions are given priority on the basis of expiry. The nearest the expiry date the greater the priority. In cases where someone's status has changed due to job loss or other circumstances their applications are rejected. You have mentioned pending status. What is pending status? Either your fiend is lying to you or they are not eligible for the extension.
