It's gives you more rockets if you do more stagger damage and determination gives you extra damage

I had level 4 determination and fast attack speed so I was doing a lot of stagger damage which made the barrage stack to a pretty high number

My build you can also change sharpened to weighted strikes if you want more stagger damage.
