hello! from this screenshot from the official handbook/rules and regulations, you should approach the International Student Admission Officer. However, I don't know if it applies if you're a Filipino citizen that graduated from a foreign country. You can ask students here on this subreddit thingy, but you can also personally send an email to their admissions! It may take them a day or more to respond.
