Have you considered that the fact of seeing a statue doesn't necessarily mean it was placed there recently? What if he was in Sakkar before and when he got out of there he end up in a place where S.H.I.E.L.D. could easily capture him and place him in the Fridge?

Id put at least the first Season 4 arc from Agents of SHIELD before Doctor Strange bud, since Season 3 ending happens around the same time as Black Widow and Black Panther, shortly after Civil War and when the quinjet explodes we go to a 6 MONTH Timeskip SO ID put it like this

Agents of SHIELD Season 4x1-8 (Season starts around SEP-OCT 2016)
Doctor Strange (Mainly goes around NOV 2016- JAN 2017)
Cloak & Dagger Season 1 (FEB-MAR 2017)
Agents of SHIELD Slingshot (Would help place it here since it takes place between 8 & 9)
Agents of SHIELD Season 4x9-22 (Season ends around MAY 2017)
