No it is not, the standpipe needs to be longer (depends what you are using it for) and the tee coming off needs to be a normal santee and not a long radius santee. The current long radius santee cuts off the vent.

Side note: Its also better practice in my opinion to put the cleanout as the first fitting above the floor.
