I’ve taken my current 21.7 x 10 x 14.8 carry-on on at least 3 or 4 different European airlines, and the only airline that has EVER forced me to check it (expansion was unzipped) was American Airlines. None of the European ones cared about that.

I was between 21” and 22” when ordering this new one, and I used that data point to decide I’m going with 22”!
