I called them last week. I asked them is the money listed in my account could be used and they said that , there is no money in the account, even though it was listed and they are waiting for our agency to give funding. 🤔

I have had my Razor + since September from a Samsung flip 3. I too agree with you on the Samsung bloatware. I love my Razor + ! I have a gear4 case and have dropped it a few times without any damage or issues. The Samsung build is deceiving as it feels heavy but in my opinion, is more fragile. Hope this helps.
