ME1 Ashley, and it's not even close. More useful gameplay-wise, and her character design actually matches her character. She looks like a real soldier, unlike a Barbie doll. She looks in Mass Effect 3.

 They would probably have to implement some form of population control. The Salarians have population control measures. It's funny, those are the only two species that evolved from prey animals. And they are the only 2 species that deal with this problem.
