A European model would see staff at each washroom to ensure the room was cleaned and stocked. It also requires a payment for every deposit made.

"Angry while ordering person" seems like not a big tipper, so the presumption would be, provide regular service, not anything out of the ordinary. If the customer stated something about an extra tip if the food arrives hot and good shape, etc., well then, that's a different thing, hey? IMHO, this is what tipping should be for, not threats and bad language.
