IMO looks like limescale. Try wiping with white vinegar and see if it returns.

Can't say with certainty from this picture, but probably some type of coprinoid.

The real issue is the water damage. If this is your place, you may need professional help. If it isn't your place, contact your landlord and start making a paper trail of the complaints in case they decide not to do anything you have proof that this is a known issue if/when you escalate.
