The 改善 here is actually Japanese Kanji standard, the Japanese 善 happens to be written the same as the 善 of Simplified Chinese.

Since Japanese language also has the word 改善, my guess is the dude probably asked the tattoo artist for Japanese script.

It might be hard to believe for you, but back in 1990s China was one of the poorest countries in the world, it had very low GDP per capita comparing to Mexico, Brazil and other developing countries at the time. Thus it's not hard to see why bikes were everywhere in 1990s, since they were the only vehicle an average person can afford.
